Kachcheri is the principal government department that administrates a district in Sri Lanka. The old Dutch Kachcheri in Jaffna lies in ruins today after facing the brunt of the war with the LTTE Tamil tiger terrorists for 30 years. The building dates back to the mid 18th century and the details of the origin of this building has been lost in time.

Despite the hostilities with the terrorists from 1983, this Kachcheri was in operation upto 1990 untill the LTTE terrorists captured this building and made it the LTTE Police Head Quarters. Then on the 17th October 1995, Sri Lankan government launched Operation Riviresa to regain Jaffna which was now completely under the LTTE terrorists . On early December 1995 Sri Lankan armed forces entered Jaffna town after 50 days of fierce battles with remaining LTTE terrorists carders fleeing in boats across Kilali Lagoon. The Dutch building which was used as the Police station of the LTTE terrorists was left unused and exposed to elements thereafter. The building took its final toll in the year 2000 when the LTTE terrorists attacked Jaffna town in which the roof of the building was blown off.

After the defeat of the LTTE terrorists in 2009, the Sri Lankan forces cleared a massive amount of mines around the building along with the mines in the Old Park adjoining this building.

Only the massive walls with arched entrances remain today which has been named as a archaeological monument by the government.

Next to this building lies the Jaffna Old park which was developed by the British Government Agent Ackland Dyke which has now being turned in to a children’s park.
